Born in Polotsk district. He graduated from the Belarusian Institute of agricultural mechanization in 1978, the Minsk higher party school in 1988, the international Institute of management in 1997. Since 1974 — senior engineer, head of the mechanized unit of the Polotsk district Association "Agricultural machinery". He worked as an instructor, head of the Department, second Secretary of the Polotsk district Committee of the PBC. From 1993 — Deputy, from 1998 — first Deputy Chairman, from 1999 to 2011 — Chairman of the Polotsk city Executive Committee.
After retirement he lives in Polotsk. Awarded the sign "For services to Polotsk".
The title of Honorary citizen of Polotsk was awarded in 2010.
