He was born in 1890. He graduated from the University of Warsaw in 1913. He worked as a doctor of the Polotsk hospital from 1920 to 1941, in charge of the sanitary and epidemiological sub-department of the Polotsk District Health Department, the 1st Polotsk city dispensary, and then moved to Batumi.
Documents and photos of Joseph Markovich Mikheykin was transferred to the museum in 1986 by his son Mikhail Iosifovich Mikheikin.
